Opposition to SB 623 (Monning): Safe and Affordable Drinking Water Fund

While the BBLDWP feels there is clearly a need to  fund sensible long-term solutions for water quality issues in disadvantaged communities, a public goods charge, otherwise known as a statewide tax or fee, is not an acceptable solution.

The BBLDWP, along with other public water agencies, is committed to providing safe and reliable water. We agree with the goal of assisting disadvantaged communities without safe drinking water, but oppose a tax on drinking water for several reasons, including:

  • The state should not tax something that is essential to life, such as water and food.
  • The cost of living in California is already too high.
  • A tax on drinking water would work against the goal of keeping water affordable for Californians.
  • This new law would turn thousands of local water agencies, like us, into tax collectors for the state of California

SB 623 has fundamental flaws related to funding categories, eligibility and State Water Board authority, as detailed by the Association of California Water Agencies. For all of these reasons the City of Big Bear Lake Department of Water opposes SB 623 and any related legislation or action that would result in an additional tax on our customers.
